Note 13 to Chapter 2 of the author's Mill on Liberty, which Yale University Press published in 1975. It has been included in the Victorian Web with the kind permission of the author and of the Clarendon Press, which retains copyright.

All subsequent references to Wollheim in this section are to this paper. Wollheim's latest paper on Mill is "John Stuart Mill and Isaiah Berlin". Wollheim explains "the complex character of Mill's commitment to utilitarianism", but there is no further detailed discussion of Mill's defence of liberty.
