His Excellency the Right Honorable the Governor in Council, Bombay.
My Lord, --
On receipt of your letter No. 100 dated 12th October 1859, regarding the reported misconduct of Lieutenant Kennedy, 2nd Bombay Light Cavalry, in having at Damascus, spoken unbecomingly of the Government which he served. I caused a letter to be written to that Officer calling upon him for explanation of his conduct, and I also took measures for obtaining information of his proceedings from the British Council in Damascus.
2. The letter which I have subsequently received from the Consul, is forwarded for your information. He confirms generally the report which you had received; but as it appears that Lieutenant Kennedy has returned to Bombay, it now rests with your Government to call upon him to account for his proceedings.- I have the honor to be &c.
